MOSCOW / RankWire.AI / – Russia has set a goal to produce approximately 2.8 million vehicles annually by 2035 as part of its revamped automotive industry strategy. First Deputy Prime Minister Denis Manturov announced this objective on Aug. 31 during a meeting dedicated to the sector. The plan encompasses vehicles intended for domestic consumers as well as export markets. Russia also aims for locally produced vehicles to secure at least 80% of its new-vehicle market share by 2035.

The revised industry strategy received approval from the Russian government on Aug. 24, extending the national framework through 2035. As of the end of 2025, Russia’s vehicle manufacturing capacity was roughly 3.3 million units per year. In that year, factories produced about 800,000 vehicles. Capacity utilization remained at 25% for passenger cars, 41% for light commercial vehicles, 35% for trucks, and 43% for buses during 2024 and 2025.
According to the target scenario, Russia plans to produce 2.5 million passenger cars annually by 2035. In addition, production would include around 170,000 light commercial vehicles, 110,000 trucks, and 30,000 buses. The strategy divides passenger-car output across four or five vehicle platforms and light commercial production across one or two platforms. The plan also estimates that the total new-vehicle market will reach approximately 3.2 million units in 2035, with imports comprising up to 20% of that volume.
Vehicle production scope spans multiple segments
The document presents a baseline scenario with lower market and production volumes, projecting annual vehicle manufacturing at about 1.69 million units in 2035. It estimates the overall new-vehicle market at roughly 2.2 million units for the same year. For 2030, the target scenario predicts a market size of approximately 2.4 million vehicles, while the baseline scenario expects around 2 million units.
Russia’s automotive blueprint also outlines ambitions for powertrains, autonomous driving, and digital vehicle systems. Internal combustion engine models are expected to constitute between 67% and 83% of 2035 production, depending on the segment. Electric and hybrid passenger cars are targeted to account for at least 25% of the domestic new-passenger vehicle market. The framework additionally envisions the production of roughly 150,000 vehicles equipped with Level 4 automation or higher by 2035.
Manufacturing capacity remains above current output levels
Passenger-car manufacturing capacity was nearly 2.8 million units in 2025, while actual production stood around 700,000 cars. Light commercial vehicle capacity totaled approximately 300,000 units, with factory output close to 80,000. Truck capacity reached about 130,000 units, and buses were produced at a rate near 30,000. In 2025, Russian factories also produced approximately 4,400 electric powertrain vehicles, slightly above the 4,200 units produced in the previous year.
The Russian government’s strategy encourages broader adoption of standardized components and technological solutions across vehicle platforms. It establishes benchmarks for localization and technological independence for domestically manufactured vehicles. The framework encompasses passenger cars, commercial vehicles, trucks, buses, powertrains, autonomous systems, and vehicle software. Its target scenario combines an annual production of 2.8 million vehicles with an 80% share for the domestic market, with an implementation action plan required as part of the approval process.
