ROME, ITALY / RankWire.AI / – Italy has committed €1.55 billion to 59 water infrastructure initiatives across 17 regions as part of its national recovery plan. The Ministry of Infrastructure and Transport finalized this funding distribution within four months. These projects encompass aqueducts, distribution systems, and other facilities essential for water supply and infrastructure resilience. A significant portion of the funding will benefit southern regions. The package combines national recovery funds with additional contributions from project beneficiaries.

Approximately €830 million, which accounts for 53% of the total public allocation, will go to southern Italy, surpassing the program’s minimum requirement of 40% for the southern regions. Beneficiaries are also expected to contribute about €683 million of their own financing, bringing the total investment to over €2.2 billion. This funding aims to enhance water efficiency, fortify infrastructure, and minimize losses across supply networks.
Italy is channeling these funds through SFNIISSI, its financing scheme for strategic water infrastructure and supply security. The program is part of the country’s PNRR recovery framework and is supported by NextGenerationEU resources. Initially, €1 billion was available, which was increased by an extra €576 million in August. Applications, grant procedures, and project oversight are managed by Invitalia, while the Ministry of Infrastructure and Transport oversees the broader water investment framework connected to this funding.
More than half of the funds go to southern regions
Eligible recipients include public entities and companies responsible for managing water resources and related infrastructure. Grants can cover up to 90% of eligible expenses for projects emphasizing efficiency and structural safety. Digital projects aimed at reducing water network losses can receive up to 85% funding. The application window opened on May 6 and closed on June 8 after an extension. Following this, officials evaluated submissions and allocated resources across the approved projects.
The current allocation supports infrastructure already identified within national planning and other priority programs. Selected projects involve upgrades to aqueducts, distribution systems, and facilities critical for ensuring reliable water supplies. Invitalia oversees the administration of grants and monitors project progress. The additional financing from beneficiaries significantly increases the total investment, bringing the overall value well above the state’s contribution. The €2.2 billion-plus figure accounts for both public funds and the extra contributions made by recipients.
Funding complements previous water infrastructure initiatives
This funding follows earlier PNRR investments in Italy’s primary water infrastructure. By July, the country had completed 48 water systems under another recovery initiative, exceeding the target of 45. Among these, 37 systems are classified as complex infrastructure. Authorities also reported 79 completed individual interventions carried out by 52 implementing bodies. Recovery funding of about €1 billion supported 124 projects involving reservoirs and water systems for drinking, irrigation, and mixed uses.
Of the 48 systems finished, 25 mainly serve irrigation, while 20 are dedicated to drinking water. Three systems fulfill both roles. Italy has allocated more than €6 billion to water-related projects through its broader infrastructure investment framework. The recent €1.55 billion allocation adds 59 projects to this extensive water upgrade program. With funds now assigned, the approved projects are set to move into implementation according to the established PNRR schedule and monitoring procedures.
